This table assumes you would use the skills in combat as soon as they refresh. Maximum potential damage is done by using skills at their most efficient in a minutes time. For example, if a skill has a refresh timer of 4 seconds, the data assumes the user will be executing the skills every 4 seconds, with no user error reducing the time inbetween use.
Furthermore, this table assumes the user is using the best weapon for the class.

What does this table mean?
Damage per Second is the amount of damage the skill gives in one execute. This is calculated by taking maximum damage / time to execute. This would be your potential to burst damage, meaning the damage you could do upfront with no refresh wait.
Damage per Minute is the damage you are able to sustain in a minutes time. If you are using the skill the moment it refreshes, with no user error, this is the top end damage you will do in a minutes time.
The Time to Execute and Energy to Execute are the amount of time and energy you have to commit to that skill, per minute, to get its maximum effect.
